a fair condition and that it should not be altered. The
provision for arbitration in case of disagreement provides
an adequate safeguard for the Air Ministry's interests.
Reference has however been made above to the method of
conducting similar transactions with the military authorities
and I would invite your attention to the provisions regarding
relinquishment contained in the fourth and sixth paragraphs
of Lord Ripon's circular despatch dated 30th December, 1894,
where it is laid down that buildings not retained by the
Colonial Government are to be sold in the open market and
that buildings retained by the Colonial Government are to be
paid for at the fair selling value at the date of surrender.
It is further provided in the seventh paragraph of that despatch
that valuations are to be made by the Colonial Government and
military authorities conjointly and that in the event of
disagreement the matter is to be referred to an independent
surveyor to be chosen by agreement between the Home and
Colonial Governments. It is possible that you may consider
that an arrangement on these lines would be more satisfactory.
